Yes, it's true.  Microsoft is retiring SharePoint 2010 workflow with plans to do the same to SharePoint 2013 workflow in the near future.  This not only affects SharePoint Designer workflows but also the out-of-the-box workflows like: Approval, Feedback, and Disposition workflows.  This is major because you will not have much time to transition your SharePoint workflows to Power Automate.
